Default Job share problems

Due to changes in part-time bank holiday legislation this means that a member of staff working at the beginning of the week has less choice of when to take her holidays. The member of staff whp works at the end of the week ends up with more freedom of when to choose her holidays. Both have their correct entitlement but due to bank holidays mainly being at the beginning of the week this is what gives the end of the week member of staff more choice. This is causing us great problems between two members of staff and we cannot find a solution.
Has anyone any idea how we can overcome this problem? Has anyone else had anything similar?
